The creator of the site is Andrey Ternovskiy, a 17-year-old high school student at the time, living in Moscow who declared that she managed to come up with the site in about 2 days and 2 nights of intensive work. The name came from the idea of Russian roulette that prisoners in the Vietnam war were forced to play.
So the site is now still serving the main purpose it’s been built for. Putting in contact unknown people from across the globe who look to chat with other people like them to share opinions, knowledge or hobbies. At some point there were many who criticized this web resources because of the inappropriate content found there. Mostly because there could be found sessions involving obscene scenes or pornographic material that certain people where putting up.
During the time it’s been online, the site went through several major updates and changes in terms and conditions. At some point there was a requirement for people under 18 year of age to avoid using the site, then using the site was conditioned by signing up for an account and during the sign up process proof of age was required.
Also, a feature to report inappropriate behavior of users was introduced and that allowed those who came across other users who were depicting nudity or sexual images to report those and block/ban them if their behavior was not improving. Besides that, the site also introduces some filtering capabilities which allowed the removal of obscene content.
